Satellite Casinos in Macau Must Adapt to New Rules

Macau’s government expects gaming operators to work closely with satellite casino partners as the current transition period ends this year, according to Chief Executive Sam Ho Fai.

Satellite casinos operate under the licenses of major gaming concessionaires but are typically run by third-party investors. The three-year transition period, which allowed these venues to continue operating under the old framework, will expire at the end of 2025. Sam stated that gaming enterprises are expected to have coordinated with satellite casino operators to ensure a smooth adjustment.

Under the new regulatory framework, third-party investors in satellite casinos will no longer share gaming revenue. Instead, they will only be allowed to collect a management fee through a designated management company starting in 2026.

Macau currently has 11 satellite casinos still in operation under the gaming concessions that began in January 2023. This number has decreased from 18 in mid-2022, marking a reduction of about 40%. SJM Holdings Ltd operates nine of the remaining satellite casinos, while Galaxy Entertainment Group Ltd and Melco Resorts & Entertainment Ltd each oversee one.

Industry observers have expressed concerns about the lack of clarity regarding how satellite casinos will function under the new model. Some have questioned whether the revised structure will remain financially viable for third-party investors. Operators and stakeholders are waiting for further guidance from the government as the deadline approaches.
