GGL Welcomes Sandro Kirchner as New Chair for 2025

Germany’s gambling regulator, the GGL, has welcomed a new chairman as part of its annual leadership rotation. Sandro Kirchner, a Bavarian state secretary, officially took over the role on 1 July.

Now leading the Gemeinsamen Glücksspielbehörde der Länder (GGL), Kirchner made it clear that stopping illegal gambling operators and protecting players will be his top priorities.

He believes the GGL plays a key role in making sure that unlicensed gambling does not remain a viable business in Germany. “The work of the GGL must continue to be significantly geared towards the goal of ensuring that the business model of illegal gambling is not profitable in Germany,” Kirchner said.

While he expects more challenges ahead, he says the regulator is in a strong position to meet them.

Reiner Moser, who led the GGL during the past year, stepped down as planned. He leaves the post after helping guide the agency through a period of growth, especially in regulating Germany’s fast-changing online market.

“The online gambling market has developed rapidly in recent years,” Moser said. He praised the GGL’s progress in tackling illegal gambling and in building a trusted regulatory structure for licensed operators.

He also stressed how collaboration between the states and the GGL remains key to effective regulation.

Rotation Keeps Balance Among Federal States

Under German law, the GGL rotates its chair annually based on the alphabetical order of the federal states. With Bavaria next in line, Kirchner’s appointment follows the standard process.
