Thai authorities pursued this action because the towns of Shwe Kokko and Lay Kay Kaw were involved in large criminal activities, including unlawful gambling and entertainment complexes. It was uncovered, in a surprising revelation, that the Chinese investors who ran these establishments used them to defraud a significant number of people. The complexes were used as a front for scams, and charges of drug and human trafficking against the developers stained their reputation even more.
