Prospect of Legal Casinos in Brazil Resurfaces as Sports Betting Regulations Loom

According to recent rumors, Brazil is getting closer to adopting casino legislation. This discovery has arisen as part of the debate over the proposed sports betting laws that is presently being debated in the National Congress.

Deputy André Fufuca, who has close ties to Chamber President Arthur Lira (PP), has been in the forefront of the effort to include casinos in sports betting legislation. The Ministry of Sport appears to support Fufuca’s position, and there is hope that if the legislation is passed, it will be given more resources.

Casinos may become a key topic of debate in parliament on Friday, September 8, when the sports betting problem takes center stage, according to the Olhar Olmpico column. Adolfo Viana (PSDB-PA), Rapporteur and Deputy, has already stated his desire to include the matter in the motion to be debated next week.

President Arthur Lira underlined the importance of a comprehensive legislative strategy. While the study initially focused on online sports betting, he noted that a major share of internet bets in Brazil spread to other types of gambling, including online casinos. In order to address tax compliance and boost job development, Lira emphasized the significance of incorporating all areas of internet activity, particularly those that now violate Brazilian regulations.

A new Secretariat for Sports Betting is scheduled to be formed as part of the regulatory framework, with supervision from the Ministry of Finance. This Secretariat is expected to be led by José Francisco Manssur, special counselor to the Ministry of Finance. However, there may be debates within the PP political party about incorporating the Secretariat for Sports Betting within the Ministry of Sport, which Fernando Haddad opposes.

The Ministry of Sport is anticipated to be taken up by Deputy André Fufuca. President Luiz Inácio Lula da Silva recently met with Ana Moser, the current Minister of Sport, to advise her of the impending leadership transition. The official decision on this appointment, however, has yet to be made.
