The Dutch gambling market closed 2024 with mixed results. Online sectors and lotteries kept total regulated revenue stable at €4.3 billion even as traditional land based venues posted another year of declines. Casinos, arcades and key machine categories slipped again, showing a shift in player preference toward digital channels and newer formats.

Fresh data from the Kansspelautoriteit showed land based casinos brought in 30% of total regulated gambling revenue, equal to €1.30 billion. Slot machines across all physical venues produced €654.4 million, a 5.4% decline year over year.
Holland Casino delivered a rare bright spot within the category. Slot machines inside its properties generated €396.1 million, a 0.5% increase from the previous year. Table games did not follow that pattern and dropped to €247.6 million, a decline of 9.3%.
Machine availability across the Netherlands continued its downward slide. Arcade positions fell to 20,997, marking a 15% reduction. Holland Casino positions dipped slightly to 6,233, while machines placed in catering locations rose 17.35% to 7,992.
Average player loss in land based gambling ended the year at €197, just below the €198 recorded in 2023.
Online casino revenue fell 1.1% but remained a large part of the landscape, accounting for 26% of the market. Average online player loss reached €101, up from €99 the year before.
Sports betting delivered strong momentum both online and on the ground. Online sports betting revenue reached €352.6 million, up 17.7%. Land based sports betting posted €77.1 million, up 27.4%. Horse racing contributed €3.9 million within online totals and another €1.6 million in separate online turnover.
Lotteries kept their position as the top revenue source in the Netherlands. Lottery revenue climbed to €1.5 billion in 2024 and represented 34% of the entire market. Lottery turnover increased 4.2% to €2.43 billion.
Total gambling tax collected across all segments reached €1.03 billion in 2024. Land based casinos generated €396.1 million, followed by online casino activity at €342 million. Lotteries added €156.3 million. Online sports betting brought in €107.5 million and land based sports betting contributed €23.4 million.
Operators face a higher tax environment going forward. The national rate will rise to 34.2% in January 2025 and increase again to 37.8% on January 1, 2026. Those changes are expected to place extra pressure on land based operators already dealing with reduced machine counts and declining table game results.
