Churchill Downs Incorporated (CDI) recently got the green light from the Town of Dumfries, Virginia, to kick off the first phase of The Rose Gaming Resort. This phase is now set to feature 1,650 historical racing machines (HRMs), marking a notable increase of 500 HRMs from CDI’s initial plans. The resort, nestled in Northern Virginia, is on track to welcome guests by the end of September 2024.

Alongside the HRMs, The Rose will boast a 102-room hotel, eight dining options, and ample parking with over 2,540 spaces. With total spending on the project expected to hit $460 million, about $160 million is still on the table for expenditure as of the end of December 2023. CDI has plans to unveil further developments for Phase Two down the line.

In a significant move to support the local community, CDI has pledged a one-time donation of $3.6 million to the Town of Dumfries. Additionally, a $2 million contribution is earmarked for the design and construction of a new community center, complementing a public park already in development on the resort’s premises.

Bill Carstanjen, CDI’s CEO, shared his enthusiasm: “We are excited to announce that The Rose will open with 1,650 HRMs. We are proud to invest nearly half a billion dollars in Northern Virginia and look forward to creating local jobs and a world-class gaming destination.”

Expected to generate $35.5 million in annual tax revenues, The Rose also aims to create over 500 jobs, both full and part-time. CDI has committed to ensuring all non-tipped roles at The Rose will start at a minimum wage of $15 per hour, emphasizing local employment opportunities.
