A plan to bring a new racino to Decatur has taken its first major step forward. The Illinois Senate has approved legislation supporting the proposed “Decatur Downs” project, sending it on to the House of Representatives for further consideration when lawmakers return in January.

The proposed venue would sit near Route 36 and Wyckles Road, across from the Decatur Conference Center and Hotel. It’s designed as a dual-purpose entertainment complex featuring live horse racing and around 900 gaming seats, expanding on Decatur’s existing network of more than 80 video gaming locations.
City Council member David Horn, who has voiced cautious optimism about the plan, said it represents an opportunity for new economic activity in the area. He said:
“This is a $150 million economic development project.” He added that it could generate roughly 300 permanent jobs and bring more visitors into the city.
“[Visitors] may stay in area hotels, eat in area restaurants, and buy area gas.”
The bill has strong backing from Senator Dorris Turner, who framed it as a chance to attract tourism and create stable employment. But opinions within the community are split. Horn said:
“Some individuals will say that Decatur can be the site of a horse racing renaissance. Individuals have contacted me and said, ‘We already have too many gambling establishments.’”
Debate has also turned to the social effects of expanding gaming. Horn acknowledged the concern, saying, “You could already argue that the city of Decatur has a gambling problem.” Despite differing views, the proposal has continued to move through the legislative process.
If the House approves the measure early next year, local officials will take up the next phase—determining whether Decatur will move forward and under what conditions. Until then, developers and supporters will be preparing detailed plans while the community weighs both the promise and the risk of a new racino economy.
