Brazil is entering a decisive phase in shaping its 2026 financial and regulatory agenda. The Federal Government, led by Finance Minister Fernando Haddad, is set to introduce two separate fiscal reform bills to Congress—one to control public spending and another to boost national revenue—while also reinforcing President Luiz Inácio Lula da Silva’s push for tougher betting regulation.
At the same time, the Ministry of Sports has launched a coordinated national strategy against match-fixing, unveiled during the BiS Brasília 2025 conference, signaling a broader effort to align fiscal discipline with stronger betting oversight.

Finance Minister Haddad confirmed the upcoming submission of both bills, explaining that dividing the reforms will make them easier for lawmakers to approve. “The probable decision from the Civil House is to deliver two separate bills, each addressing one of these matters, so that the opposition has no excuse not to vote on what they themselves claim is their agenda, which is to organize Government spending,” Haddad said.
Haddad acknowledged that earlier proposals to improve Brazil’s public finances had stalled in Congress. By separating the bills, the government hopes to clarify priorities and renew legislative support for fiscal stability. He added that new revenue measures will include renewed discussions on taxing betting operators and fintech companies, previously covered under an expired provisional measure.
President Lula has personally urged lawmakers to address betting regulation more decisively. “The president insists that Congress must focus on betting operators, which affects Brazilian families,” Haddad stated. “He believes Congress must take a definitive position on it.”
Haddad emphasized that the issue extends beyond revenue generation. The rise in gambling-related health problems across the country has prompted the government to view betting taxation as part of a public health response.
While fiscal reforms dominate the economic debate, betting regulation took center stage at BiS Brasília 2025, where Brazil’s Ministry of Sports joined regulators and industry executives to discuss integrity and market transparency.
Giovanni Rocco, the National Secretary for Sports Betting and Economic Development of Sports, said the ministry is prioritizing the creation of a National Policy to Combat Sports Result Manipulation. “In the work the Ministry of Sports is doing, our main responsibility is to protect the integrity of results, the integrity of athletes and those who make the wheel turn,” he said.
An interministerial working group now unites the Ministries of Sports, Justice, Finance, and the Federal Police to establish consistent national standards against match-fixing. The policy framework will draw from international best practices, ensuring better coordination between regulators and enforcement agencies.
The conference arrives at a key moment for Brazil’s regulated betting market, where fixed-odds betting has officially launched under federal oversight. With fiscal reform, taxation debates, and integrity measures now moving in parallel, Brazil is aligning financial and ethical reform under one coordinated national vision.
