Lithuanian gambling operator Top Sport was hit with a €15,000 fine after a legal ruling confirmed its breaches of gambling regulations. The Supreme Administrative Court upheld the penalty, initially imposed by the national regulator, citing the decision as both “legal and reasonable.”
Top Sport’s problems started when it let someone who had self-excluded access to one of its gaming venues. Two employees were fired after the regulator’s inquiry found they were the cause of the event. Nevertheless, more research revealed other surveillance-related breaches.
The incorrect installation of the cameras at the outlet prevented them from clearly recording cash transactions at the register. Furthermore, as required by Lithuanian regulations, the operator failed to keep the film for the full 180 days or until the investigation’s end. Top Sport was required by the authorities to address these concerns and make sure that cameras record both employees and customers as well as financial transactions.
This €15,000 penalty is just one of several sanctions Top Sport faced in 2023. The operator received three fines in one week for a series of violations. In one instance, Top Sport was fined €25,000 for allowing underage individuals into a slot machine outlet. Another €15,000 fine was imposed after the company failed to comply with mobile betting regulations. A third fine of €15,000 followed for non-compliance with payment and account deposit rules.
Despite these setbacks, Top Sport remains a leading operator in Lithuania’s gambling sector. The country’s gambling revenue surged by 12.6% year-on-year, reaching €116 million in the first half of 2024. The increase was driven by strong online performance, even as land-based revenue experienced a slight decline.
