Brazilian Senator Izalci Lucas has put forward a list of 16 policy suggestions designed to tighten control over the country’s fast-growing online betting market. These proposals aim to introduce stronger consumer protections, prevent fraud, and hold promoters accountable for misconduct.

Lucas has suggested introducing various forms of liability—civil, administrative, and criminal—for companies, influencers, and others who benefit from promoting fraudulent betting content. Financial penalties, compensation demands, licence suspensions, or even licence revocations could result from violations under the proposed system.
One of his key points calls for a technical system that blocks betting platforms from accepting funds tied to government assistance programs. Many Brazilian gamblers reportedly earn up to two minimum wages, making them more exposed to the risks of gambling losses. Lucas believes this added layer of protection could help reduce gambling-related harm among lower-income users.
The proposal also encourages the government to set up an anonymous channel where players and industry stakeholders can report fraud, abuse, or gaps in player protection. With an estimated 15% of the population placing bets in 2024, the senator sees a clear need for more oversight.
Another suggestion outlines a framework for regular reviews of gambling regulations. These reviews would be based on ongoing data collection and scientific research, helping lawmakers adjust laws in response to social impacts or changing market dynamics.
All 16 proposals will now be reviewed by the Federal Government. Until then, no regulatory adjustments will move forward.
