Brazil’s Online Betting Market Finally Launches After Years of Anticipation

After the legislation was adopted by the national house in November 2018, Brazil started the process of legalizing online betting. The following month, it was swiftly signed into law by outgoing President Michel Temer. Despite the preliminary efforts, the chamber of deputies did not award the final approval required to proceed until December 2023.

The Secretariat of Prizes and Bets (SPA) released comprehensive guidelines for operators requesting licenses in 2024. The rigorous deadline for the license process was August 20, 2024, and it formally opened in May. Authorizations for the January 2025 launch have only been granted to operators that applied prior to this date.

Licensing and Operational Challenges

Operators granted provisional licenses paid a hefty BRL30 million (£3.9 million/€4.7 million/$4.8 million) fee. These provisional licenses are valid for 30 days and can be extended for another 30 days if certification delays arise. Extensions are only possible with support from certifying entities ensuring that full certification is still feasible.

Key players granted full licenses include A2FBR LTDA, which operates Pinnacle, Matchbook, and Verdinha, and SPRBT Interactive Brasil LTDA, managing brands like Superbet and MagicJackpot. Other notable licensees are BetBoom LTDA, responsible for BetBoom, and Boa Lion SA, which oversees BetMGM and MGM. Each license permits up to three brands, allowing companies like A2FBR LTDA to maximize their market presence.

However, prominent names like PixBet, BetMotion, and SportsBet.io are absent. SportsBet.io recently announced the closure of its Brazil operations, highlighting the competitive and regulatory challenges in this space.
