Brazil’s Gambling Regulator Seeks State Collaboration for Unified Betting System

On April 4, the Ministry of Finance headquarters in Brasília will host a critical meeting of the Secretariat of Prizes and Betting (SPA). The goal of this meeting is to close the gap between federal and state gaming laws. Up to three issues pertaining to a single betting system will be covered by representatives from each state.

A national framework, according to the SPA, will improve collaboration between federal and state agencies. Standardized rules should improve monitoring and guarantee that betting laws are applied more successfully throughout Brazil’s authorized online sector.

Key Focus Areas: Responsible Gambling and Fraud Prevention

According to the SPA, the national betting system would clarify federal rules, establish best practices, and set minimum standards for responsible gambling. Additionally, it would address crucial issues such as money laundering and match-fixing prevention.

The upcoming meeting follows the conclusion of the SPA’s public consultation on March 27. This consultation gathered industry feedback for its 2025-2026 regulatory agenda. The SPA is expected to publish the finalized agenda on April 4, with the national betting system listed as its eighth project.

SPA leader Regis Dudena has emphasized the need for ongoing regulatory improvements in Brazil. “We have created a framework of main rules which is quite complete and essential for the start of the regulated fixed-odds betting market, but regulation is a cycle; there are always points to be reviewed and improved,” he stated.

Dudena also highlighted the importance of monitoring regulations in practice. “We are observing the practical effects of the rules we have created on a daily basis so that we can understand what needs to be improved.”

As Brazil’s betting market evolves, the SPA’s push for a unified system could bring greater stability and regulatory clarity, benefiting both operators and consumers.
