During the opening session, Giovanni Rocco, the National Secretary for Sports Betting and Economic Development of Sports, outlined the government’s mission to safeguard fairness across all levels of competition.
“In the work the Ministry of Sports is doing, our main responsibility is to protect the integrity of results, the integrity of athletes and those who make the wheel turn,” said Rocco.
He confirmed that a working group has been established in partnership with the Ministry of Justice, Ministry of Finance, and the Federal Police to build Brazil’s first National Policy to Combat Sports Result Manipulation. “We see this as a matter of public policy,” he added.
The new interministerial group was created to respond to a rising wave of match-fixing allegations in Brazilian sports, particularly football. The initiative combines expertise from key ministries to design an integrated national strategy based on global standards of sports integrity.
By merging regulatory insight with law enforcement and financial oversight, the group aims to establish clear national directives for investigating and preventing manipulation linked to betting markets.
The BiS Brasília 2025 conference arrived at a critical juncture for Brazil’s evolving gaming landscape. With fixed-odds betting now operational under federal regulation and several state lotteries expanding their reach, industry stakeholders are working closely with the government to align compliance and enforcement frameworks.
