John Ashcroft, Missouri’s secretary of state, is now deliberating over four petitions that Alixandra Cossette, a lawyer with Stinson LLP, submitted. The four petitions—2024-135, 2024-136, 2024-137, and 2024-138—present detailed strategies for legalizing both on- and off-line sports betting in Missouri. A basic structure for controlling sports betting in the state is shared by all four petitions.
Operators would only be allowed to own one license under these ideas, with retail licenses costing up to $250,000 and internet licenses costing up to $500,000. A 10% tax would be applied to licensees’ gross gambling income from activities like sports betting.
The legal sports betting market in Missouri is anticipated to open no later than December 31, 2025, if these plans are approved. For a state that has struggled with several unsuccessful legalization measures, this constitutes a huge step in the right direction.
In April, Missouri’s most recent attempt to legalize sports betting was unsuccessful. Casinos and significant professional sports teams backed Senate Bill 30, but supporters of video lottery terminals opposed it. These opponents essentially sabotaged the legalization push by introducing a number of poison pill changes to the bill.
Each licensed casino in Missouri would have had the option to collaborate with three skins under Senate Bill 30, making a total of six partnerships possible for each casino operator.
