Delaware Faces Decision on Online Sports Betting Future

After a five-month hiatus, the Internet Sports Lottery Legislative Working Group for Delaware has released its recommendations for the state’s future regarding online sports betting. The task committee had originally planned to release its recommendations by the end of June, but it was delayed. The final study suggests granting permission to various online sports lottery providers in order to foster competition and provide the public with a variety of possibilities. This runs counter to the present agreement with Rush Street Interactive (RSI), which is recognized as the only provider of online gaming and sports betting in the state. The final regulations will be decided by the legislature.

Conflict with RSI Contract

The Delaware Lottery’s contract with RSI is at odds with the recommendations made by the working group. According to the research, having several operators promotes a more competitive and prosperous sports betting industry, as seen by the situations in states like Pennsylvania, New Jersey, and Maryland. Helene Keeley, the director of the Department of Lottery, says the lottery will follow the law, but she thinks the state will get the greatest money out of the deal with RSI.

Keeley states that the lottery thinks Delaware can get by with just one vendor—in this case, RSI. However, renegotiations with RSI would be required if the legislature chooses to use different providers. In contrast to other jurisdictions, Pennsylvania only accepts 13 internet gambling providers at a 36% tax rate, whereas Maryland allows up to 60. With a 14.25% tax rate, 39 vendors are permitted in New Jersey. While specific profit figures with RSI are kept private, Keeley notes that Delaware’s existing model satisfies the state’s obligation to generate the greatest amount of income.

Although Delaware is planning to launch online sports betting in the early winter, the precise launch date is yet unknown. The laws will be shaped in large part by the legislature, and the state’s online sports betting environment will be determined by the choice made about the number of vendors permitted. The lottery places a strong emphasis on its dedication to optimizing earnings while adjusting to the changing needs of the online sports betting industry.
