Brazil’s Social Development Ministry is set to introduce a proposal next week aimed at restricting the use of social benefits for online gambling payments. This initiative, reported by Reuters, arises amid rising concerns about financial management among low-income households benefiting from programs like Bolsa Família.
Bolsa Família, which has operated for over two decades, provides direct cash assistance to low-income families. Under President Luiz Inacio Lula da Silva’s administration, the program aims to alleviate poverty. However, recent data from the central bank reveals that during August, approximately five million Brazilians transferred nearly three billion reais to online gambling platforms. These transactions were primarily made through the Pix payment system, with an average spending of about 100 reais per individual.
In a video statement, Social Development Minister Wellington Dias emphasized the need for regulatory changes. He stated, “We are working on alternatives. One of them is a zero limit on the use of social benefits, like Bolsa Família, for gambling or betting.” The proposed measures aim to safeguard vulnerable populations from potential financial exploitation in the online gambling sector.
The Brazilian government plans to officially open its regulated gaming market on January 1, 2025. To prepare for this significant shift, Brazil has already received 121 applications for its bet management system. This initiative reflects the government’s commitment to establishing a structured and responsible gaming environment.
In the State of Rio de Janeiro, LOTERJ recently reopened the application window for betting accreditation. This move was prompted by “high demand for regularization,” allowing businesses a 15-day period from September 5 to September 20 to submit their applications. During the last application deadline on August 20, over 100 requests for iGaming licenses were filed, following the release of ordinance 1,207. This ordinance outlines the rules and regulations governing fixed-odds betting operators in Brazil.
With these developments, Brazil is taking steps to regulate its gambling market while protecting its most vulnerable citizens. The forthcoming proposal to restrict social benefit usage for gambling payments reflects a broader strategy to promote responsible gambling practices and ensure that financial assistance programs serve their intended purpose.
