NCAA Advocates for Enhanced Student-Athlete Protection in Evolving Sports Betting Landscape

The NCAA is acting pro-actively to protect student-athletes and the legitimacy of collegiate athletics in the face of the industry’s explosive growth. The NCAA is requesting changes to state laws and regulations in light of the legalization of sports betting in 38 states during the previous five years in order to protect student-athletes from harassment, end problem gambling, and strengthen the integrity of NCAA contests.

The NCAA launched a thorough investigation in reaction to the growth of sports betting throughout the country, which included polling student-athletes, speaking with important stakeholders, and looking at state laws and rules. The NCAA is urging states to adopt a set of model legislative requirements as a result of its study. These provisions are designed to:

Protect Student-Athletes from Harassment and Coercion:

• Establish mandatory reporting hotlines for gambling authorities to promptly report harassment or coercive behavior to law enforcement.
• Impose stricter penalties on bettors found guilty of harassing student-athletes.
• Require operators to undergo mandatory education to identify and address harassment issues.

Ensure the Integrity of NCAA Competition:

• Enforce regulations that identify prohibited bettors.
• Prohibit individuals under the age of 21 from participating in sports wagering.
• Mandate that all sports wagering advertisements include information about the harassment hotline, problem gambling resources, and rules against sports wagering-related harassment.
• Allocate a portion of sports betting revenue towards education, specifically to support college students, including student-athletes.

A Unified Approach for Student-Athlete Well-Being

The importance of these legal amendments was emphasized by NCAA President Charlie Baker, who said, “The NCAA is making changes to help student-athletes make smart choices when it comes to sports betting, but given the explosive growth of this new industry, we are eager to partner with lawmakers, regulators, and industry leaders to protect student-athletes from harassment and threats.”

The NCAA wants to guarantee that these safeguarding elements are incorporated in upcoming legislation by closely collaborating with states that are still in the process of legalizing sports betting. Currently, student-athletes face an uneven playing field since some states have strict rules in place while others don’t offer complete protection.

Morgyn Wynne, Vice Chair of the Division I Student-Athlete Advisory Committee, emphasized the need to prioritize student-athlete well-being, saying, “With the legalization of sports betting, it is imperative that we take a proactive approach to protecting student-athletes from the potential of negative engagement with bettors. Thirty-eight states have clearly passed 38 different laws, but one thing that needs to be consistent across all is prioritizing the student-athlete experience and preventing harmful activity that jeopardizes the integrity of sports.”
