Lawmakers in Washington are now demanding answers from NBA commissioner Adam Silver following a string of arrests tied to illegal gambling and game-fixing claims involving both current and former league figures.

Authorities arrested Terry Rozier for allegedly manipulating his own performance during the 2023-24 season to benefit certain bettors. Former assistant coach Damon Jones was accused of leaking sensitive injury information to affiliates connected with betting markets.
Even more shocking was the arrest of Portland Trail Blazers coach Chauncey Billups for allegedly running illegal poker sessions that used hidden lenses and X-ray technology to cheat opponents out of millions. Investigators also believe a person resembling Billups leaked details about an injured Trail Blazers player before the team’s March 2023 matchup — information that was not yet public.
Under NBA rules, league and team personnel cannot bet on basketball or share private details that could influence wagers. The league calls these violations a direct threat to fair play and fan trust.
Adam Silver addressed the issue publicly for the first time during an NBA on Prime broadcast. He said:
“My initial reaction was I was deeply disturbed. There’s nothing more important to the league and its fans than the integrity of the competition, so I had a pit in my stomach. It was very upsetting.”
He explained that the NBA was first alerted when legal sportsbooks detected suspicious betting activity tied to Rozier. Regulators flagged unusual wagers after one gambler reportedly won 30 straight bets on Rozier’s unders.
“What happened was, because bets were placed by legal betting companies, they picked up aberrational behavior around a particular game in March of ’23. So that was brought to our attention by the regulators and the betting companies. We then looked into that situation and were very transparent about it, and while there was that aberrational betting, we frankly couldn’t find anything.”
Rozier and Billups have since been placed on administrative leave, joining Damon Jones in facing criminal charges. All three made their initial court appearances last Thursday.
The bipartisan group behind the letter wants clarity on how such behavior went unnoticed and whether the league’s partnerships with major gambling brands contributed to the problem. Lawmakers asked for an update on the NBA’s oversight process, its cooperation with regulators, and what reforms are being considered to rebuild confidence among players and fans alike.
While the NBA has already taken steps to strengthen its internal integrity unit and expand data sharing with sportsbooks, the new federal pressure marks the strongest political attention the league has faced since sports betting became legal in much of the United States.
Because the NBA’s gambling relationships tie directly into the broader U.S. sports wagering ecosystem, federal lawmakers believe oversight and transparency are in the public interest.
Those accused of betting-related misconduct are typically placed on administrative leave until court proceedings or league investigations conclude.
