SPA Authorizes More Betting Operators in Brazil

Brazil continues to grow its regulated betting market, with two more operators officially approved to offer fixed-odds sports betting. The Ministry of Finance gave the green light through decisions backed by the national Secretariat of Prizes and Bets (SPA), paving the way for five new brands to enter the licensed space.

Responsa Gaming Brasil is one of the new license holders. The company can now operate online-only platforms under the Joga Limpo and Energia brands. Its license is valid until June 2030 and covers both sports betting and other forms of online gaming.

At the same time, Tqj-Par Participações Societárias S.A. has also been approved to operate. This firm, tied to Grupo Silvio Santos, received authorization to provide both physical and digital betting services. Its brands include Baú Bingo, Tele Sena Bet, and Bet do Milhão. The license runs through the end of 2029.

All decisions were published by SPA, the government body responsible for reviewing applications, enforcing standards, and guiding operators through Brazil’s licensing framework.

Alongside operator expansion, Brazilian lawmakers continue to build out long-term structures for the industry. The country’s Senate recently received a new bill that includes plans for a National Betting System. If approved, the system would introduce clear rules for technical operations, responsible gaming, and financial controls aimed at preventing money laundering.

The National Association of Games and Lottery predicts that Brazil’s regulated gambling industry could produce R$20 billion (roughly $3.6 billion) in combined taxes and fees by the end of 2025.
