Ontario regulators are tightening oversight of sports wagering activity after irregular betting tied to former NBA player Jontay Porter triggered a rare enforcement step against an operator. The case connects league integrity concerns, sportsbook monitoring duties, and cross-border investigations that began in 2024 and continue today.

Alcohol and Gaming Commission of Ontario announced a Notice of Proposed Order that would temporarily remove the ability of PointsBet Canada to operate in the province for five days. According to the regulator, unusual betting tied to Porter related markets was not identified or reported when activity first occurred.
“The timely identification and reporting of such issues warn sports leagues, integrity monitors, regulators and law enforcement of potential integrity concerns,” the AGCO said in a release. “It also alerts gaming operators across the globe, which allows them to take necessary steps to protect their patrons from bets lacking integrity.”
Porter, a former Toronto Raptors player, admitted participation in a scheme where playing time was manipulated so under prop bets would cash. League authorities issued a lifetime ban, while a prison sentence is expected as part of United States federal proceedings connected to the wider gambling fraud case.
Regulatory focus in Ontario centers on operator compliance rather than athlete conduct. AGCO determined that wagering data contained patterns tied directly to the scheme and concluded that those signals should have triggered integrity alerts.
“Upon obtaining and reviewing PointsBet’s wagering data, the AGCO confirmed the indications of suspicious betting that was central to the scheme uncovered in 2024,” the AGCO said. “These wagers should have been detected and reported at the time the betting occurred.”
Timeline complications played a major role. During early 2024 inquiries, PointsBet informed the regulator that no Porter prop markets were offered and that irregular betting had not been detected. After United States prosecutors released case information in 2025, Ontario authorities requested reconfirmation from licensed sportsbooks. PointsBet later acknowledged that such markets had been available, roughly eighteen months after initial questions.
Company representatives attribute the reporting failure to internal transition issues rather than deliberate concealment.
“The issues stem from an initial inaccurate response in March 2024, caused by human error during an organizational transition – not any intent to withhold information,” the company spokesperson said. “Upon discovering the correct data, we immediately disclosed it, cooperated fully with the investigation, and engaged proactively with the regulator.”
PointsBet Canada said in a statement:
“PointsBet Canada is disappointed by the AGCO’s decision to propose a five-day suspension of our operator registration. We respectfully believe the proposed sanction is disproportionate given the circumstances, our subsequent corrective actions, and our strong compliance record, and we are carefully reviewing all options, including our right to a hearing before the independent Licence Appeal Tribunal.”
Under Ontario law, the operator has fifteen days to appeal through the Licence Appeal Tribunal, which operates independently from AGCO oversight.
Enforcement step represents the first time AGCO has pursued a suspension order as punishment within the regulated online betting market, a framework launched in 2022 to bring private sportsbook operators into a supervised environment.
Law enforcement involvement has not concluded. Ontario Provincial Police confirmed that a probe launched in June 2024 remains active.
“That investigation is ongoing and to date, no charges have been laid. It would be inappropriate to comment on specific details to protect the integrity of the investigation and any ensuing court processes. As well, at this time, there is no other or new investigation,” said the OPP.
Heightened attention on integrity monitoring reflects broader pressure across North America to ensure sportsbooks detect suspicious wagering tied to athlete manipulation, insider information, or coordinated betting rings. Regulators increasingly expect real time analytics, escalation protocols, and transparent disclosure when anomalies appear.
