New York lawmakers have sent A10329 to Gov. Kathy Hochul after unanimous votes in both chambers. The bill would require mobile sportsbooks to send bettors monthly account statements, making New York the first state with that rule if signed into law.

New York already runs one of the largest mobile sports betting markets in the US, and lawmakers now want clearer account data sent directly to customers. A10329 does not limit legal betting or ban any wager type. Instead, it adds a transparency requirement for licensed mobile sportsbook operators. Assembly Member Rebecca Kassay introduced the bill earlier in 2026. Under the proposal, sportsbooks would need to deliver electronic monthly statements within 15 days after each month ends. Those summaries would include monthly deposits, total wagered, winnings, losses, net gains or losses, promotional credits used, time spent logged in, and responsible gaming information.
Kassay said in March:
“Equipping New Yorkers with key data surrounding gaming activity and behavior bolsters informed participation and is critical in reducing problem gambling in our communities. This bill modernizes consumer protections to ensure that mobile sports betting platforms operate responsibly in our state while prioritizing the well-being of our residents.”
The bill advanced without opposition. The Assembly passed it 143-0 in March, while the Senate later approved it 61-0 on third reading. An identical Senate version from Joseph Addabbo, S9415, had already cleared the Racing, Gaming, and Wagering Committee by 7-0 before lawmakers substituted the Assembly bill.
New York entered legal mobile sports betting in January 2022 and quickly became a top US market by handle. A required monthly statement would add a consumer-protection layer similar to financial account reporting, but tailored to sports wagering behavior. It also gives regulators a cleaner model other states could copy without restricting the betting menu.
