The NCAA Division I Administrative Committee has approved a policy shift that would permit student-athletes and athletics staff to wager on professional sports, marking a major change in the association’s long-standing betting restrictions. If approved by committees overseeing Division II and Division III, the new rule would take effect November 1.

Under current NCAA rules, student-athletes and team officials are prohibited from betting on any form of professional or amateur competition. The new proposal relaxes that restriction, allowing them to place wagers on professional sports only, provided they do not share confidential team information or engage in match-related betting.
Josh Whitman, Illinois athletics director and chair of the Administrative Committee, said the move was driven by a desire to better align student-athletes with their peers while maintaining game integrity. Whitman said:
“The Administrative Committee was clear in its discussion today that it remains concerned about the risks associated with all forms of sports gambling but ultimately voted to reduce restrictions on student-athletes in this area to better align with their campus peers.
“This change allows the NCAA, three conferences, and the member schools to focus on protecting the integrity of college games while, at the same time, encouraging healthy habits for student-athletes who choose to engage in betting activities on professional sports.”
Betting on college or amateur sports remains prohibited, and schools will continue enforcing strict confidentiality rules for anyone involved in NCAA competitions. Policies regarding sportsbook sponsorships and advertising during NCAA events also remain unchanged.
The Division I Student-Athlete Advisory Committee (SAAC) voiced strong support for the change, emphasizing that education and open communication are key to addressing modern betting behavior. The SAAC executive team said:
“We believe this change represents meaningful progress toward a culture that prioritizes education, transparency and support over punishment.
“By removing unnecessary barriers, we are hopeful that student-athletes and athletics administrators will feel empowered to come forward, seek help and engage in open dialogue without fear.”
The SAAC also urged the NCAA and individual conferences to continue offering responsible gambling training and awareness programs, ensuring student-athletes understand both the opportunities and risks associated with wagering.
“We are hopeful, and expecting, that the NCAA and its membership will meet student-athletes halfway by providing the necessary education, resources and support systems to ensure well-being and integrity remain at the core of college athletics,” the statement continued.
NCAA chief medical officer Dr. Deena Casiero supported the educational approach, saying total prohibition may not be effective for college-aged individuals. She said:
“Abstinence-only approaches to social challenges for college-aged individuals are often not as successful as approaches that focus on education about risks and open dialogue. This harm reduction approach gives schools an opportunity to help student-athletes make educated decisions, prevent risky behavior and seek support without fear of impacting their eligibility.”
The National Council on Problem Gambling (NCPG) also backed the NCAA’s updated stance, saying it helps reduce stigma around betting while emphasizing education and the protection of game integrity.
