Pennsylvania could soon update its gambling laws to include a fast-growing sector that has captured the attention of millions—eSports. State Representative Ed Neilson is once again pushing for legislation that would let residents legally bet on video game competitions. His latest move comes just as global eSports tournaments attract larger audiences and prize pools.

Neilson’s new bill, House Bill 1636, seeks to formally update the state’s definition of “sports events” to include competitive video gaming. The proposal describes eSports as organized competitions where results rely mostly on skill, not chance. Although Pennsylvania already permits sports wagering, current rules do not clearly cover eSports, leaving room for legal uncertainty.
This marks Neilson’s second attempt to get eSports betting passed. His previous proposal in 2023 did not move forward, but he is trying again with renewed focus, possibly driven by how quickly the eSports industry has grown.
One part of the bill could raise concerns. It does not rule out betting on contests involving players under 18. Since many eSports tournaments feature teenagers—some as young as 13—critics may question whether enough safeguards are in place to protect young participants from risks tied to gambling.
Integrity also remains a key issue. A 2024 report by the International Betting Integrity Association flagged 90 suspicious betting incidents, and more than half—48 in total—were linked to eSports. That kind of data could influence the debate over the bill, especially among regulators and consumer protection advocates.
The push for legal eSports betting in Pennsylvania comes as global interest in these competitions keeps growing. One major driver is the Esports World Cup 2025, scheduled to take place in Boulevard City, Riyadh. The event will host 25 separate video game tournaments, and early estimates suggest the prize pool could top $60 million—more than any eSports competition has ever awarded.
As the structure and prize money of eSports tournaments begin to resemble traditional sports, more states are exploring ways to legalize and regulate betting in the space. Supporters argue that with proper oversight, legal betting could offer new revenue streams while protecting bettors and game integrity.
