Lawmakers in Brazil are pushing ahead with tighter controls on how gambling reaches the public. A new proposal moving through the Senate would sharply limit where betting companies can advertise and how closely gambling can be tied to politics and sports.

The Science and Technology Committee of the Brazilian Senate has advanced legislation that would change the Sports Betting Law by banning gambling advertising across the country. The bill covers sports betting platforms, online gaming operators, and any form of betting linked to elections.
With the committee vote complete, the proposal now heads to the Brazilian Senate Constitution, Justice and Citizenship Committee for further analysis.
During committee discussions, Senator Damares Alves tied gambling promotion to broader social concerns. Senate communications highlighted her view that betting exposure contributes to worsening mental health issues across the population.
She said:
“By imposing clear limits on the commercial performance of bookmakers and preventing the exploitation of the electoral environment by this type of activity, the proposition offers a legislative response proportional to the seriousness of the problem diagnosed by the Federal Senate.”
The bill also introduces a firm ban on election betting promotion, drawing a clear line between political processes and gambling activity.
Under the proposal, gambling advertising would be barred across nearly all major channels. The ban includes radio, television, newspapers, magazines, social media platforms, and digital advertising. It also extends to sponsorship deals involving sports events and sports clubs.
Senate materials note that lawmakers are still weighing limited flexibility. One potential amendment could allow sponsorships connected to Olympic sports clubs, though no exemption has been approved so far.
If enacted, the legislation would introduce strict enforcement measures. Companies that violate the advertising ban could face fines of up to $2 million. Regulators would also gain authority to suspend or revoke operating licences in serious cases.
Such penalties would apply nationwide, marking one of the strongest advertising restrictions proposed since Brazil moved to regulate sports betting and online gambling.
