Brazil is moving quickly to strengthen controls against illegal betting platforms, bringing together regulators and industry groups under a new deal.

Good to know

  • Anatel, SPA, and ANJL signed a cooperation agreement targeting unlicensed betting sites.
  • A new cyber lab will give regulators advanced tools for blocking illegal platforms.
  • The initiative builds on existing agreements to speed up site blocking.

The National Telecommunications Agency (Anatel), the Secretary of Prizes and Betting at the Ministry of Finance (SPA), and the National Association of Gaming and Lotteries (ANJL) have formalized a new cooperation agreement designed to clamp down on illegal betting operations across the country.

As part of the plan, ANJL will back the creation of a cyber lab that equips Anatel with advanced technical tools to block unlicensed websites. According to SPA, the lab will help make the process quicker and more transparent while aligning with official guidelines.

“This agreement is a decisive step in creating effective technological barriers and raising awareness among consumers about avoiding unlicensed platforms,” said Anatel president Carlos Baigorri.

SPA Secretary Régis Dudena added that ANJL’s involvement “demonstrates the alignment of public and private interests in tackling illegal operators.”

Industry and regulators aligned

Authorities emphasized that blocking unlawful betting sites is not only about addressing financial crime but also about redirecting revenue into public coffers. For ANJL, the partnership shows a clear willingness to work alongside regulators to support a regulated market.

“Our association has as a principle to support authorities in building a regulated sector by bringing good practices,” explained Pietro Cardia Lorenzoni, ANJL’s legal director.
