A fresh set of guidelines for governing the implementation of generative artificial intelligence (GenAI) in consumer-facing applications has been released by the Hong Kong Monetary Authority (HKMA). This action aims to safeguard consumers while promoting ethical innovation in the banking industry.
The HKMA has extended its current regulations in a circular sent to banks and other approved organizations. The four main pillars of these guidelines—governance and accountability, fairness, transparency and disclosure, and data privacy and protection—were first published in November 2019 and were centered on big data analytics and artificial intelligence. The new guidelines add another level of scrutiny to the application of GenAI in consumer interactions by explicitly addressing the special opportunities and problems it presents.
Alan Au, the HKMA’s Executive Director of Banking Conduct, noted a significant increase in the adoption of GenAI within the banking industry. “Potential applications include but are not limited to customer chatbots, customized product and service development and delivery, targeted sales and marketing, and robo-advisors in wealth management and insurance,” said Au.
Recognizing the rapid growth of these technologies, the HKMA has emphasized the need for consumer protection. The new guidelines stress transparency, urging institutions to offer clear and understandable disclosures to customers using GenAI-driven services.
The new HKMA guidelines also emphasize accountability heavily. The group anticipates that all decisions pertaining to GenAI will be fully owned by the board and senior management of banks. In order to guarantee that every client is treated fairly, the standards also mandate that GenAI models employed in consumer applications generate results that are consistent and fair.
Lastly, protecting client data continues to be of utmost importance. The Hong Kong Medical Association (HKMA) has recommended organizations using GenAI technology to have strong data security measures in place to guarantee that client data is treated with the highest care.
