GameStop Launches Card Packs With Sell Back Option, But Is It Gambling?

GameStop Adds Chance Based Card Product

GameStop and PSA have rolled out Power Packs as a digital card product where buyers pay first and learn the result after. Pack tiers run from Starter at $25 to Lunar at $2,500, and GameStop says higher tiers give buyers a shot at higher value cards without any guarantee. Card values shown on the site update every five minutes.

That model is why the product stands out. After the reveal, users can keep the slab in a PSA Vault, have it shipped inside the U.S., or sell it on the Power Packs site. In other words, a buyer can pay, open, see the outcome, and cash out without ever taking physical possession.

GameStop is entering a space that already sits close to gambling arguments. eBay limits case breaks, box breaks, and pack breaks to pre approved sellers and says chance based listings are generally not allowed. eBay also requires buyers in those approved breaks to receive the full pack, box, or slot they purchased.
