Philippines Gaming GGR Reached $6.61B In 2025 As Online Took The Lead

The Philippine gaming market ended 2025 with a clear change at the top. Online and electronic gaming produced more revenue than licensed casinos, giving the sector its main growth engine for the year.

Online Overtakes Casinos In Philippines Gaming Market

Pagcor data showed where the real lift came from in 2025. Electronic and online gaming generated PHP201.12 billion, rising 30.04% from PHP154.66 billion a year earlier. Under Pagcor classification, that segment includes e-bingo, e-games, bingo grantees, and onsite and offsite poker. By year end, it had passed licensed casinos and accounted for 50.77% of total industry GGR.

That shift mattered because land-based results softened. Licensed casinos produced PHP182.50 billion, down 9.6% year on year. Pagcor-run Casino Filipino venues fell even harder, with revenue down nearly 21% to PHP12.52 billion. Gains from the online side were enough to offset that slide and keep total market GGR growing.

Pagcor Chairman and CEO Alejandro Tengco said the pattern shows how far the market has changed:

“The increase in electronic gaming revenues shows how the industry has evolved. Online gaming is no longer a supplementary segment but has now become the leading driver of overall GGR growth.”

Growth came even with tighter digital controls during the third quarter of 2025. Pagcor said reforms aimed at the online sector and stricter digital payment rules were introduced to improve transaction traceability, protect players, and support confidence in the regulated market.

Tengco also tied the 2025 result to policy balance rather than pure expansion. He said:

For the wider Asia market, that mix stands out. Philippines gaming growth is now leaning much more heavily on regulated digital channels, while the older casino base is no longer doing most of the work.
