Italy is nearing the final stages of implementing significant reforms in its online gaming industry. The new framework, aimed at updating the country’s online gambling regulations, is now under review by the European Commission (EC). This step brings Italy closer to launching a modernized licensing system that will govern online gambling operations within the country.
As part of the European Union, Italy must notify the EC of any legislative changes that could impact its domestic market and competition. The EC has opened a consultation period to evaluate the technical aspects of Italy’s proposed licensing system. This consultation allows input from EU member states and other stakeholders, particularly concerning the management and operation of online gambling services and their impact on Italy’s IT sector.
The proposed licensing system is currently in a mandatory three-month “standstill” period, ending on October 18. During this time, EU member states can review and comment on the proposed changes. If no major objections arise, Italy’s Agency of Customs and Monopolies (ADM) will move forward with the new licensing framework.
Under the new rules, each online gambling license will cost €7 million and will be valid for nine years. The framework also sets out technical requirements for operators, including the need for secure communication with Sogei, the state’s IT service provider. Additionally, all gambling platforms must maintain their IT infrastructure within the European Economic Area (EEA) to comply with EU data protection laws.
The reforms emphasize responsible gambling by requiring operators to include self-exclusion tools and options for players to limit or block their gambling activities. The new system also bans affiliated online websites but permits separate apps for different types of games, such as betting, casino games, poker, and bingo.
This licensing reform is part of a broader initiative under Italy’s Gambling Reorganization Decree, which aims to modernize the country’s gambling laws. The next phase will focus on updating regulations for land-based gambling across Italy’s regions and municipalities.
