Philippines Widens Focus on Roblox and Online Gaming Risks

Roblox may be the name getting the most attention, but the latest action from Philippine authorities is broader than one platform. Police said unlawful conduct tied to gaming applications now demands a stronger cybercrime response, especially where minors could face grooming, exploitation, or gambling-style systems that blur the line between play and betting.

That wider concern matters for iGaming and digital platform operators because regulators no longer treat game design, social interaction, and child safety as separate issues. In the Philippines, police linked the current enforcement drive to reports that some platform features may expose minors to “sexual predation, grooming and exploitation of minors.” Authorities also pointed to gambling-like mechanics as part of the risk picture.

Roblox stands out because of its scale and young audience. Company figures published in 2025 put average daily active users at 111.8 million, while around 40% of users were under 13 in 2024, according to company reporting cited by media coverage. For regulators, numbers like that raise the stakes quickly. A platform with that many minors on it will face harder questions when random rewards, virtual items, and social communication tools sit in the same ecosystem.

Police are not acting alone. The Philippine National Police said investigations are being coordinated with the Department of Information and Communications Technology and the Cybercrime Investigation and Coordinating Center. That gives the effort a broader enforcement base and suggests authorities are looking at platform misuse, online child exploitation, and digital safety controls together rather than as isolated problems.

Roblox has already been under pressure in other markets over child safety. In February 2026, Australia eSafety said it had notified Roblox of direct testing tied to safety commitments, citing ongoing concerns around online child grooming and sexual exploitation. Roblox also introduced stronger messaging and age check measures in late 2024 and early 2026, including tighter chat controls for younger users and age checks for chat access.

For the gambling side of the debate, the pressure point is easy to see. Critics have long argued that randomized rewards, purchasable virtual items, and layered in-game currencies can look and feel like gambling to minors, especially when younger users do not fully understand how those systems work. Academic and policy criticism around loot box style mechanics has pushed that debate far beyond casinos and sportsbooks, and into mainstream gaming regulation.
