Germany Approves Second State Betting Treaty Despite Objections by EC

Germany’s Bundestag has voted in favor of the Second Modified State Treaty on Gambling despite being aware of the European Commission’s reservations about the document.

The treaty foresees a “transitional arrangement” for bookies to offer online betting services and is a step towards enhancing Germany’s legal framework on gambling. The process should be completed by 2018.

The document, though, was rejected by the European Court of Justice because the institution did not consider the provisions of the treaty fit for European business purposes. The court further deemed the proposal “an unworkable solution”.

Due to increasing pressure from national sports betting stakeholders, the German government went on to sign the treaty on Thursday, approving temporary licensing for 35 sports betting operators.

The motion has evoked satisfaction among representatives of the sports betting industry. However, the German ministers will probably have to provide explanations for their actions in front of the EC and EU.
