Pension reform first before gambling expansion in Illinois

The Governor of Illionois, Pat Quinn, announced that a pension reform  had to take place first before even considering a gambling expansion as he believes it’s of a much greater importance than introducing more gambling into the state. He indicated in a Chicago Tribune that he is not willing to negotiate a gambling agreement unless the pension reform is accomplished first.
