As the proposed legislation by the State Rep. Richard Peña Raymond that would legalise fantasy sport, skill based games which was in contrast to the opinions of Attorney General Ken Paxton, who deemed fantasy sports illegal gambling last year.

In order to include language from his House Bill 1457, he successfully convinced the House members to ask the Conference Committee on Senate Bill 2065 that addresses the state licensing issues.

The Conference Committee reportedly dismissed the House instruction as the fantasy legalisation language of House Bill 1457 did not appear in the Senate Bill 2065.
