CCTV footage presented to the House of Representative on Wednesday showed the gunman at Resorts World Manila made victims believe that the attack was huge and thus stopped them from escaping suffocation; that caused most of the fatalities.

In the video, Jessie Javier Carlos is seen setting fire to a casino table then throwing a bag of ammunition into the fire as the bullets in the bag went off, it made people believe that there was more than one attacker.

The presentation of the video was allowed by the committee after Resorts World Manila chief legal officer Georgina Alvarez confirmed it did not show the fatalities.

Resorts World president Kingson Sian said: “We highlighted footage with audio to dramatise fear that was instilled upon people who were hiding.”

It was however noted by the Lawmakers that the sprinklers did not work while the casino table burned and caused the bullets to go off.
